The Office of the Ombudsman for United Nations Funds and Programmes (the “Office of the Ombudsman”) acts for five UN Funds and Programmes (UNDP / UNFPA / UNICEF/ UNOPS / UN Women) and is an independent, confidential, neutral and informal dispute resolution resource to provide a safe place, in which all staff members and related personnel to freely bring forward workplace issues or concerns.
The Office of the Ombudsman functions as an independent pillar of the integrated Office of the United Nations Ombudsman and Mediation Services (“UNOMS”).
The overall objective of this consultancy for the Conflict Resolution Consultant is to enhance the operational capacity of delivery of ombudsman services of the Office.
Duties and Responsibilities
Under the direct supervision of the Ombudsman, the Consultant will be responsible for the following duties:
- Support the Office by providing conflict management services to funds and programmes’ staff members and non-staff personnel, as applicable;
- Facilitate informal resolution of workplace conflicts helping all parties to explore options and engage in a voluntary and confidential process, acting as a neutral third-party;
- Maintain neutrality and impartiality towards all parties and confidentiality within the process;
- Work collaboratively with relevant actors in the various offices to facilitate informal resolutions;
- Develop and make presentations to raise awareness about informal conflict resolution to various audiences at headquarters and in the field;
- Travel to field offices to respond to conflict situations, as required; and
- Perform other duties to support the Office in non-core functions, as assigned.
The Consultant will report to the Ombudsman, head of the office.

Legal - Knowledge of applicable legal framework: Understanding of the legal norms as applied to the United Nations in general, and to UNDP in particular. This includes an understanding of the structure, functioning, and operations of UNDP within the broader UN system and the application of international treaties, including the UN Charter, GA resolutions, the relevant basic country assistance agreement, and UN system-wide legal instruments, as well as an understanding of the internal legal framework (financial regulations and rules, policies, and procedures) of UNDP.
Legal - Legal Analysis Skills: The ability to digest a large amount of information and facts in order to frame and understand an issue, apply the legal framework to the particular set of facts and present a coherent and comprehensive analysis of the situation presented in order to deliver practical and meaningful advice. This skill includes the ability to provide an objective assessment of the case, the organization's best arguments for proceeding and a recommended course of action. It also includes the capacity to think creatively and flexibly, within the applicable legal framework.
Legal - Negotiation: The ability to lead efforts to work with others to conclude or settle a matter. These are often soft skills and include abilities such as communication, persuasion, planning, strategizing and cooperating. In the UNDP context, this skill includes working closely with the client to understand the parameters of an acceptable solution, and assisting business units in resolving commercial disputes, and working with staff members or their legal representatives to resolve a grievance, claim or issue. Negotiation often involves working with colleagues of differing views to arrive at an acceptable corporate solution.
Legal - Managing Client Relations: The ability to interact with different levels of management and across different agencies and offices to obtain information, develop legal approaches and resolve issues, this skill includes liaison with counterparts and determining the best sequence in which to pursue an issue, where information, particularly for UNDP, may be across different independent UN agencies.
Business Directions & Strategy - Systems Thinking : Ability to use objective problem analysis and judgement to understand how interrelated elements coexist within an overall process or system, and to consider how altering one element can impact on other parts of the system.
Business Management - Customer Satisfaction / Client Management : Ability to respond timely and appropriately with a sense of urgency, provide consistent solutions, and deliver timely and quality results and/or solutions to fulfil and understand the real customers' needs. Provide inputs to the development of customer service strategy. Look for ways to add value beyond clients' immediate requests. Ability to anticipate client's upcoming needs and concerns.

Experience:
- Minimum Academic Education: Advanced university degree (Master's degree or equivalent) in alternative dispute resolution, human resources management, law, humanities, social sciences or related area is required.
- Minimum Years of Work Experience: A minimum of 10 years of progressively responsible experience, including at the international level, in conflict prevention and management is required.
- Required Experience, Knowledge, and Skills:
- Training in providing Ombudsman services is required.
- Work experience in an ombudsman office is required.
- Desired Additional Skills:
- Previous experience with the UN system is a strong asset.
- Working knowledge of another UN language would be an asset.
- Able to work in time zones suitable for Africa and Asia. Home-based in Europe ideal.
- Required Language(s) at working level : Fluency in English and either French or Spanish is required.
