The duties that the incumbent of the vacancy will be expected to perform. Duties Description Standard Duties: ? Conducts community outreach activities to ensure that DOL programs andservices are accessible and responsive to the needs and concerns of immigrantworkers.? Holds workshops to enhance immigrant workers’ understanding of their rightsunder State and federal labor laws, rules and regulations, and ensures that theyare aware of the Department’s resources. Performs inspection and investigationactivities regarding employment and housing of farm workers.? Reviews and investigates complaints against agricultural employers suspected ofviolating State labor laws.? Evaluates complaints by interviewing employers, employees and witnesses, andmakes initial determinations and recommendations. When necessary, forwardsinformation to the Division of Labor Standards for determination and assessmentof civil penalties.? Provides technical assistance to agricultural employers seeking foreign labor andanswers questions on State and federal labor laws, rules, and regulationsregarding employment.? Coordinates with other Department programs to investigate and resolvecomplaints.? Assists in developing awareness campaigns targeted at existing and emergingimmigrant populations.? Assesses the services provided by DOL programs to identify areas needingimprovement.? Measures effectiveness of the Department’s immigration outreach efforts throughprocess and outcome evaluation.? Works with Department programs to translate brochures, pamphlets, posters,and other literature into languages spoken by immigrant and migrant populations.? Works to improve the cultural competency of Department staff to improveresponsiveness to the needs and interests of immigrant workers.? Serves as DOL liaison with immigrant workers and related advocacy groups toidentify and address their needs, priorities, and concerns; and ensures equitableaccess to Department programs, services, facilities and other resources.? Provides outreach to agricultural employers to inform them of the services,resources and programs provided by DOL.? Provides outreach to agricultural and non-agricultural workers to inform them ofthe services, resources and programs provided by DOL.? Escalates and refers complaints falling outside of NYSDOL jurisdiction toappropriate agencies.? Targets outreach to immigrant populations statewide, based upon current censusdata, resettlement data and concentrations of effected populations.? Maintains contact with community agencies, governmental agencies, andemployers to inform them of immigrant workers in the area and to collectinformation.? Attends immigrant community events and meetings to stay informed of currentnews, problems, trends and issues in immigrant communities.? Establishes and maintains working relationships with other State and federalagencies to provide information to assist immigrant workers in gaining access toavailable program and services.? Promotes the use of DOL programs and services in the rural sector with anemphasis on protecting the rights, safety, and dignity of immigrant farm workers.? Determines whether customers are domestic, guest worker, year-round, migrant,or seasonal farm workers and explains their rights as farm workers and directsthem to supportive services in the area.? Inspects farm worker housing to determine compliance with U.S. DOL and otherapplicable regulations.? Follows up with workers to ensure resolution of their complaints and determineswhether satisfactory progress is being made and needed services are beingprovided.? Analyzes reports, census data, and other statistical information regardingimmigrant population trends, issues, and concerns.? Responds to correspondence, prepares letters, and issues papers regardingimmigration issues. Prepares reports and memoranda outlining immigrantworkers needs and concerns and describing the Department’s outreach activitiesand their outcomes.? In collaboration with various anti-trafficking coalitions and the internal Anti-Trafficking Unit, educates the public about labor trafficking, and how to identifytrafficking victims and their families. Advocates for appropriate services fortrafficking victims and their families.Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.
