Senior Consultant
Contract: Full-time, 6 Month Fixed-Term Contract
Team: Fragomen Consulting Europe (Knowledge Group)
Office Location: Brussels
The role:
Under the guidance of the Senior Immigration Manager, the Senior Immigration Consultant plays a central role in leading and delivering government and public-sector advisory projects, while also contributing to high-complexity, multi-jurisdictional client advisory work.
This role is focused on EU and national government strategies, public policy analysis, and engagement with EU institutions, international organisations, and research partners. The Senior Immigration Consultant is expected to work independently and in close collaboration with multi-jurisdictional teams; leveraging knowledge sharing, relationship building and teamwork.
What your day will look like:
Government & Public-Sector Advisory
- Lead the execution of EU- and government-funded advisory projects, including research studies, policy papers, briefs, and analytical reports
- Act as project lead on assigned government engagements, managing timelines, deliverables, and coordination with internal teams and external partners
- Draft and review policy-oriented outputs, ensuring legal accuracy, analytical depth, and relevance for public-sector stakeholders
- Contribute to tender monitoring and submissions, including drafting concept notes, methodologies, and technical content where required
- Support the development and implementation of Fragomen’s EU government strategies, in close coordination with senior colleagues
Client Advisory
- Lead and deliver complex, multi-jurisdictional immigration advisory projects, particularly those linked to EU law, Schengen, workforce planning, crisis management, and regulatory strategy
- Shape advisory approaches and deliverables for sophisticated client requests, applying independent judgement and solution-oriented analysis
- Coordinate and consolidate input from country knowledge experts across multiple jurisdictions.
- Review and quality-check advisory work prepared by other team members
Knowledge, Policy Monitoring & Thought Leadership
- Conduct EU-level legislative and policy monitoring (EU immigration, Schengen, border management tools), assessing relevance for government and client advisory work
- Contribute to policy papers, blogs, client alerts, and internal knowledge materials
- Support internal trainings and briefings on EU policy developments and strategic trends
- Act as a point of reference within Fragomen for EU migration law and policy interpretation
The team:
Fragomen Consulting Europe (FCE) is a European advisory practice within the Firm’s Knowledge Team. FCE supports Fragomen’s clients and internal teams on complex, multi-jurisdictional EU immigration matters, combining client advisory, EU law expertise, and government and public-sector engagement, with a strong focus on EU-level policy developments, regulatory strategy, and future mobility frameworks.

What we are looking for:
Essential criteria:
- Strong experience in EU immigration law, public policy, or government advisory work, ideally involving EU institutions or international organisations
- Have an interest in researching EU law immigration matters and you are able to interpret to offer sound legal solutions for our clients
- Proven ability to lead complex analytical or advisory projects with limited supervision
- Excellent drafting skills, with experience producing policy-focused deliverables for public or institutional audiences
- Comfortable engaging with clients, government stakeholders, researchers, and policy experts
- Strong critical thinking, organisational, and communication skills
- Strong project management skills, ensuring that projects are completed on time and meet high quality standards
- At ease working flexibly and accurately in a fast-paced environment
- Excellent written and verbal English
Preferred skills:
- Previous experience in client service (advisory)
- A Bachelor’s or Master’s degree in Law, European Studies, Public Policy, or a related field
- Additional EU languages are an asset
