Job Summary
We are currently seeking skilled and team-oriented applicants for the following position:
Director of Finance and Administration – CSTEM.
The College of Science, Technology, Engineering & Mathematics (CSTEM) Director of Finance and Administration is responsible for providing overall leadership, planning, and support related to the College’s administrative functions, including budget preparation and execution; college financial analyses, purchasing, payroll and travel; personnel administrative support and human resource management. Reporting directly to the Dean, the Director of Finance and Administration manages business and administrative functions on behalf of the College in close collaboration with Eastern’s Finance team.
This position is the liaison for CSTEM to various offices on campus for all administrative and financial matters. This role establishes and maintains policies and procedures for administrative areas as well as plays a lead role in assisting the Dean with all college-wide decision-making, representing CSTEM in matters related to budget, finance, human resources, and other administrative functions. The Director of Finance and Administration is a key strategic advisor to CSTEM, related to the college’s budget, business operations and the activation of human resources related initiatives.

The salary for this position is $85,793 (minimum) up to $102,952. Where the hired candidate will begin within this range is dependent on education, experience, and skills. The successful candidate understands the College of Science, Technology, Engineering & Mathematics priorities and is well-versed in complex budgeting strategies and planning, revenue streams, funding mechanisms, financial analysis, and enjoys serving in an advisory role offering suggestions and guidance to the Dean, Associate Deans, Department Chairs and Program Directors. Required Qualifications
- Bachelor’s degree in Accounting, Finance, Business or related field
- 5 years of related work experience
- Experience in budgeting, financial analysis, and long-range planning
- Advanced knowledge of Microsoft Excel
- Knowledge of GAAP accounting principles
- Experience working with financial management reports, summarize complex information and communicate results to leadership as evidenced by application materials
- Excellent management and organizational skills with a high degree of accuracy and attention to detail
- Effective and professional verbal and written communication skills
- Ability to work with a diverse constituency
- Demonstrated interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.
Preferred Qualifications
- Master’s degree in Accounting, Finance, Business or related field
- Experience using financial and reporting systems to analyze and report data and make informed decisions
- Experience with Banner
- Knowledge of budget planning systems and database applications
- Experience in a large, complex organizational setting
- Overall perspective and understanding of funding policies, priorities, and funding requirements
- Previous experience working in higher education setting

Job Duties
Management/Leadership 25%
- Develop and implement internal controls and procedures to ensure compliance with university policies and procedures, consulting with the Dean.
- Interact with Dean, Associate Deans, Department Chairs and Program Directors to develop and implement financial policies, procedures, and management reports.
- Provide assistance and advice to all CSTEM administrative staff concerning administrative policies, procedures and financial management.
- Monitor the processing of necessary funding changes for CSTEM faculty and staff.

Budget/Finance 60%
- Build and develop yearly budget based on fixed costs and spending plan.
- Advise the Dean and assist in implementing, coordinating, and controlling all budget and fiscal services for the College, including grant and contracts, endowments, and scholarship oversight.
- Work with university’s immigration specialist in HR on any needed procedures and documentation related to obtaining work visas and/or establishing residency for international faculty and/or staff hires.
- Lead the strategic budget planning and manage the annual budget preparation to respond to reforecast changes. This will include the development of analysis for expenditures, high level financial review, qualitative analysis of results, and various financial projections.
- Provide leadership and direction in the development and execution of the annual budget for the College.
- Analyze options related to budget operations and assist the Dean, Associate Deans, Department Chairs and Program Directors with developing budgets and strategies that support accomplishment of their goals and objectives.
- Monitor fiscal performance of CSTEM to ensure compliance and effective internal controls.
- Analyze cost of operations and make recommendation to assure appropriate income and cash flow.
- Serve as primary point of contact for budget and purchasing questions related to process and compliance with university policies and procedures.

Strategic Initiatives of CSTEM 10%
- Cultivate an environment where the team respects and adheres to college standards of integrity and ethics by integrating these values into all programs and practices.
- Collaborate closely with institutional finance leadership and team members to drive strategic financial initiatives, foster effective communication, and ensure alignment with institutional goals and objectives.
- Participate in the planning and development of CSTEM strategic priorities as assigned by the Dean and University Goals
- Represents the college on strategic initiatives that impact the financial operations of CSTEM.
- Perform other duties as assigned by the Dean.
Percent of Time: 10
Other Duties as Assigned 5%
- Develop and implement a records retention strategy in compliance with the University Retention Schedule for Administrative and fiscal records.
- Serve as college representative on various committees and groups.

Conditions Of Employment
This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. prior to beginning employment.
Regular work schedule of Monday – Friday 8am-5pm and occasional nights and weekends.
All new employees must comply with
