ABOUT THE WELCOMER COMMUNITY BUILDING & ENGAGEMENT (WCBE) TEAM

The Welcomer Community Building & Engagement team at Welcome.US equips American Welcomers across the country with information, resources, and opportunities to help newcomers thrive in their communities. As these acts of Welcome benefit newcomers and host communities alike, we help Welcomers share their stories and experiences with each other and with fellow Americans, growing the national movement of Welcome.

This team works closely with the Welcome Fund, Policy, and Marketing & Communications teams to equip Welcomers with everything they need to continue their work of welcoming. Initiatives include facilitating Welcomer Communities to help Welcomers connect with each other and provide policy updates, micro-grants, and other resources to help them support the newcomers they’ve welcomed and raise awareness about welcoming in their communities. This team is also responsible for launching and maintaining our new volunteer initiative, pairing trained American volunteers with newcomers on their pathway to becoming new US citizens. Throughout the year, we also provide a wide range of awareness-raising and engagement opportunities to support the growth and nurturing of our Welcomer community.

JOB REQUIREMENTS: ASSOCIATE DIRECTOR, VOLUNTEER PROGRAMS

Reporting to the Senior Director, Volunteer Programs, the Associate Director, Volunteer Engagement leads volunteer recruitment and participation while driving civic engagement initiatives and community partnerships. This role will also be responsible for developing and improving post-volunteer engagement opportunities (e.g., coaching new volunteers, sharing their volunteer experience in a blog post, recruiting more volunteers) for a virtual online program. Key responsibilities include creating impactful volunteer opportunities and managing and leading the overall volunteer experience in collaboration with teammates. The Associate Director will support the successful launch and implementation of Welcome.US’ flagship virtual volunteer program. Working closely with other members of the WCBE team and across the Program Technology and Marketing & Communications teams, the Associate Director will manage the development and implementation of volunteer engagements from the initial pilot, through the public launch of a scalable volunteer program.

The Associate Director will be a member of the newly formed Volunteer Program sub-team that will lead the full scale volunteer program. The Associate Director will collaborate with team members to lead volunteer engagement into the virtual program and support volunteers throughout their participation through a newly developed online platform. The full-scale program will operate across multiple states and offer multiple virtual direct participation volunteer opportunities for more Americans to support newcomers on their journey to becoming U.S. citizens. Examples of volunteer opportunities include: serving as a Civics Test Tutor; English Language Conversation partner; and a Mock Interview coach. The role will help ensure a positive user experience for volunteers and Lawful Permanent Residents through the online platform and potential for scalability by 2027.

The Associate Director will work closely with the Senior Director to inform and guide volunteer recruitment and virtual engagement and form partnerships with volunteer and service focused organizations. The Associate Director will work closely with the Volunteer Coordinators who will be hired later in 2026 (contingent on funding) to manage the day-to-day onboarding and support of volunteers and with the Program Manager, Welcomer Community Engagement as well as across the Program Technology and Marketing & Communications teams to ensure strategic growth of this program in its use of technology for a user-friendly journey, and partnerships engagement.

This role will work closely with the Senior Director to take a holistic approach to achieving Welcome.US’ organizational mission to bring new Americans into the work of welcoming, in addition to empowering them to become Welcomer Champions to bring more community members and leaders into the work. This will include supporting prospective and new volunteers along their journey, and sharing their stories publicly to promote a positive narrative about welcoming.

This role contributes to the success of Welcome.US by ensuring the accessibility of a direct participation virtual volunteer pathway for Welcomers who want to make a measurable impact in the lives of newcomers in a way that is nonpartisan and personally engaging.

Key Responsibilities

Results-Oriented Program Leadership

Strategic Leadership: Develop and implement a robust, comprehensive volunteer recruitment, management, and retention plan that aligns with overall program and organizational goals.
Civic Engagement Programming: Inform the design and implementation of remote and in person volunteer community advocacy, and impact-oriented service and community projects.
Volunteer Cultivation: Cultivate and maintain relationships with volunteers, and community organizations using digital platforms and tools.
Recruitment & Training: Collaborate to develop and lead orientations, and implement training programs for volunteers.
Database Management: Use Welcome.US’s CMS system to track volunteer engagement and development and use engagement data to evaluate and shape program effectiveness.
Surface needs or program bottlenecks quickly to troubleshoot challenges quickly and maintain program timeline.

Partnership Development & Relationship Management

With the team, identify and build relationships with strategic volunteer and service organizations that represent Welcome.US constituencies (Rotary Clubs, Lions Clubs, church groups, etc.)
Effectively use Salesforce Customer Management System (CMS) to track and manage relationships with key external stakeholders.
Provide programmatic contributions to events/in-person activations (e.g., Presidential Library naturalization ceremonies).
Collaborate to ensure volunteer programs can be adapted by Community Based Organizations (CBOs) to mobilize volunteers and newcomers at the local level with their branding.
Coordinate regularly with relevant members of the Marketing and Communications team (e.g., campaign, content, and storytelling teammates) to ensure story capture and accurate portrayal of programs.

Volunteer Engagement and Support

Develop the volunteer infrastructure and lead cultivation, stewardship, and retention of volunteers in the virtual program.
Lead volunteer recruitment strategies through partnerships with service and civic organizations.
In collaboration with teammates, lead virtual volunteer training and information sessions and coaching support sessions.
In collaboration with teammates, respond to and manage volunteer questions and concerns for individuals in the program and individuals who are considering joining the program.
Ensure a good user-experience for volunteers by providing ongoing support, making program improvements informed by volunteer feedback, and developing and facilitating clear, actionable post-volunteer ongoing engagement opportunities.
Collaborate to develop and include new voluntary pathways in the program that include civic engagement and align with Welcome.US’ mission and carry a good return on investment.
Based on volunteer feedback, inform a content creation strategy with volunteers, particularly from target constituencies
Contribute to funding proposals and stakeholder reporting as needed.
Lead the drafting of program reports using the monitoring, evaluation, assessment, and learning (MEAL) process with the support of the Community Engagement Program Manager and Program technology teams. Use program MEAL data and analysis to set program goals, monitor progress, and inform improvements.

THE IDEAL CANDIDATE

The ideal candidate has worked as an effective volunteer program leader across multiple geographies and with multiple stakeholder partners. This individual has a deep understanding of volunteer and service programs and how best to engage with volunteers, ideally including through digital platforms. This individual brings creativity, a customer-service focus, systems thinking, and a collaborative spirit to their work. This person thrives in a fast-paced environment with shifting priorities, demonstrating both keen organizational skills and the ability to lead with clarity and enthusiasm amidst change. This person has a heart and passion to recruit and motivate volunteers and creativity to design volunteer opportunities. The ideal candidate can communicate effectively and authentically with a diverse array of stakeholders including internally with their team and across teams, and externally with newcomer-facing and diaspora organizations, large international/national civic organizations, community and faith-based groups, government representatives, and “everyday American” volunteers.

Required Skills and Experience

At least 8 years of relevant experience in direct service volunteer management, including work history, internships, volunteer opportunities, or other lived experiences.
At least 3 years of experience managing volunteer and/or civic engagement programs and complex national programs, preferably with a national service organization such as Rotary International, Lions Clubs, or Kiwanis. Experience in digital/virtual volunteer programs is also preferable.
Ability to represent Welcome.US to external public audiences and partners in an authentic and professional manner.
Excellent verbal and written communication skills, with passion for customer service.
Demonstrated ability to prioritize, problem-solve, and manage multiple tasks independently.
Background working directly with and/or advocating on behalf of refugee or newcomer populations is preferable.
Understanding of and interest in general issues and trends related to community-based immigration and newcomer support in the U.S.
Strong organizational skills with the ability to manage multiple projects simultaneously while maintaining high standards and meeting deadlines.
Track record of demonstrating initiative, flexibility, and sound judgment in fast-paced environments.
Collaborative mindset with experience working effectively across teams and with diverse stakeholders.

COMPENSATION AND BENEFITS

The salary range for this position is $100,000 - $130,000. Welcome.US offers 20 PTO plus a winter break between Christmas Eve and New Year’s Day, health insurance, a 6% retirement contribution, and 12 paid federal holidays.
